# Finanzplan und Module ## Worum geht es Der Finanzplan ist **ein wissenschaftliches Argument in Zahlen**. Jede Position muss sichtbar machen, welches Arbeitspaket ohne sie schwächer oder unmöglich wäre. Reviewer und Hauptausschuss können kürzen — wer keine AP-Funktion pro Position hat, wird gekürzt. Wer überzogene Positionen hat, wird stärker gekürzt. Wer aber jede Position aus dem Arbeitsprogramm ableitet und sauber begründet, bekommt typisch 85 bis 100 Prozent. **Alte-Hasen-Faustregel:** Personal ist immer der größte Block (typisch 60 bis 85 Prozent). Wer hier verschwurbelt, verliert. Faustregel beim ersten Entwurf: 70 Prozent Personal, 15 Prozent Sachmittel, 10 Prozent Reisen, 5 Prozent Sonstiges.
