• If a category links to a file (e.g., [security.md](security.md)), read the linked reference file with read_file.
• Requires network access to fetch documentation content via mcp_microsoftdocs:microsoft_docs_fetch (preferred) or fetch_webpage (fallback).
• If metadata.generated_at is more than 3 months old, suggest pulling the latest version from the repository. If the tools are unavailable, suggest installing them via the Installation Guide.
