What it does

It requires explicit sources for any factual assertion and flags non-conclusive or ambiguous results.

How it works

  • It defines modules to activate based on the query: A for individual screening, B for sectoral sanctions and payments, C for dual-use goods, C2 for extraterritorial regimes (US/China), D for jurisdiction risk.
  • It instructs to collect identifiers (full name, nationality, DOB, aliases), transaction details, product descriptions, destination, and payment currency before launching.
  • MODULE A — Screening individual:
    • A1 universal layer: check ONU, EU, and OpenSanctions (with a note: OpenSanctions is not authoritative, and a hit must be verified via official sources).
    • A2 geographic tier: apply additional national or regional lists depending on nationality and entity location, with specific guidance for EU, UK, US, Iran, RPDC, Syria, etc.
    • A3 results format: present a structured block with status (MATCH / AMBIGU / AUCUN MATCH / NON CONCLUANT) and list verifications; request DOB/identifiers if ambiguous.
  • MODULE B — Sector sanctions and payment systems:
    • B1 details sectoral regimes for Russia, Iran, RPDC, Syria, etc., with enumerated sectors (Energy, Finance, Transport, Technology, etc.) and examples of prohibitions and measures (e.g., embargoes, price caps, crypto restrictions).
    • B2 covers payment systems (SWIFT) and related constraints, including the status of SPFS and USD transaction risk via OFAC and correspondent banking.
  • It emphasizes real-time source verification, explicit citations, and explicit alerts when information is uncertain or incomplete.

When to use it

Use for any sanctions or export-control query involving a foreign individual, product, sector, destination, or USD/EUR payment; apply even to vague or exploratory questions. It adapts responses to user profile and requires sourcing for every factual statement.

What it can touch

The skill references lists and sources such as ONU, EU sanctions, OFAC, SWIFT, SPFS, CIPS, and various Regs and industry regimes. It instructs to cite sources with names and URLs and to show a verification date. (No direct contact with external tools is described beyond the citation requirement.)

Caveats

  • Requires real-time web checks when asserting sanctions status; if sources are unavailable, it must flag and not assert.
  • If sources are inaccessible or identifiers are insufficient, results may be non-conclusive and must be labeled as such.
  • It prohibits fabricating designations or legal dates without verified sources in the session.
